Cobalt is a pretty popular eyeliner color to create. I've got Cobalt eyeliners in pencil, stick, creme, and gel formats! This one is about the same base shade as the others. The base color can be a little patchy, but the application is otherwise solid and will stay in place quite nicely if I use a primer (that's more a reflection on my oily lids than on the product quality.) The metallic finish is a softer metallic. It's not the harder metallic shimmer from many other metallic colors, but it isn't really smooth enough to be classed as “pearl.”
As with the other NYX Jumbo Eye Pencils, it's possible to sharpen these to a point; but the pencil is really made for wider-area application. If you want to use any of these pencils as a liner, do what I do: use a liner brush and pick product up from the pencil with that. You get a little more control, and you don't essentially lose product to the pencil sharpener!
Cobalt is one of the newer additions to the NYX Jumbo Eye Pencil lineup. Before it came along, there was Pacific, and a lighter turquoise, but no blues of this depth and saturation.
