BareMinerals’ Midnight Diamond

Solid black, can look a bit like a very dark charcoal in some lighting, but definitely has full even coverage and no fallout. The sparkle particles are small enough, and sparse enough, that they are highlights only. Not glitz or glam, and definitely not enough to yield sparkly fallout.

...and, of course, since it's such a great performer, it was only ever a limited-edition color, briefly available in this one kit. And then from many different Ebay sellers. You can still find a jar floating around here and there. But you can also find good solid black loose-powder eyeshadows from many other vendors.
