Liquid Lustre is not a primer, though some people mistake it for one. It isn't a sealant, though it acts like one. It's in the same category with things like Fyrinnae's Pixie Epoxy, Silk Naturals' Stick ‘em, and Hard Candy's Show Girl's Secret. These things intensify eyeshadows, giving you the effect of foiling without using water. They also give the shadows better adhesion than straight foiling, even over an eyeshadow primer. Many people will use this over their whole lid. I prefer just using it to intensify my liner shade, or occasionally (oddly enough) the liner and contouring shade.
This works better for my preferences and desired effects, than Pixie Epoxy. I've tried both, and while Pixie Epoxy is great, it's just a tiny bit more expensive than Liquid Lustre. It also makes my eyelids feel a bit oddly when it begins to cure, and I don't have nearly as much of that sensation when I use Liquid Lustre. I still get the more vivid color and the more intense sparkle or shimmer. I just get it in a way that I prefer. (Plus, when I buy a tube, I get customer reward points, which are nice.)
