Almost a robins-egg blue, except that it isn't quite that deep. Dry application is very soft, and almost semi-sheer. This is not necessarily the best blue to try if you're cautious about using blue eyeshadow unless you know exactly what you're doing - it's an in-between blue that won't be a good “pop” of color, can be a nice complementary shade but isn't greyed enough to make a good quasi-neutral, and while it's possible to apply it dry as a blending or edge-of-look blended-out shade, it can be a bit risky for someone who generally only uses one color of shadow, and isn't yet comfortable wearing blues. (If that's you - the cautious non-blue-wearing type - go for a pastel blue or a deep dark navy liner shade.)
The coverage is good, though it's better when applied wet. It doesn't stain, but it does stay in place fairly well.
