This is definitely an effects-coat. It's sheer, barely tinted, it has a nice enough finish, but…there's no visible color to speak of. It looks cool over deep, dark blues, blacks, greys, browns, or reds. I haven't tried it over golds or oranges. I'd imagine it looks good over deeper violet cremes, too. Even when applying several coats, though, all I saw was the pearl, no blue tint.
