Femme Fatale Cosmetics’ The Tallest Tower

The base shade is solid enough that, yes, this could be used as an eyeshadow even by folks with deeper-toned skin. I would avoid using this as a face color because unless the base shade EXACTLY matches your skintone, it may make you look a little more cakey. (And there are actual green-gold highlighters that have a stronger interference layer and a sheer base, to give you more of what you want in a facial highlighter and less of what you don’t.)
