L’Oréal’s Infallible Silkissime Eyeliner in Cobalt Blue

This blue is pretty intense! It isn't neon, it isn't necessarily bright (though it's not dark or dull) “Intense” is the best word I can find for it. “Saturated” is perhaps technically correct, but that doesn't really do it justice, I don't think.

This is a blue so blue that it almost washes my eyes out completely and makes them look slate grey.
