Scaredy Cat Cosmetics’ Kid You Not

Red. Very very red. It's not kidding. If you've been looking for straight-up red eyeshadow, here it is. Matte finish, I think this is a truly neutral red, with excellent coverage. I don't see anything on the vendor's site indicating if this is lip safe or not, but I'm betting you could mix it with loose-powder blushes to deepen the color and up the pigmentation a bit. (Just..not with really pale pinks. You can't make super-pale pinks darker, and the red will overwhelm the pink.)
