Shiro Cosmetics’ Mermaid You Look

Take the COTM color TARDIS and take away most of the shimmer, and you get this lagoon-blue. The color is more intense when it’s applied wet, and the shimmer tends to be less even and a bit more visible than when it’s applied dry. I prefer using this as an eyeliner. The blue is bold without being a heavily saturated color, so while it does blend, it tends to sheer out a bit.
