I don't know whether this qualifies as a matte, or a satin…so I'm going with satin. The foiled application does lean a little cooler and has a little bit of a light-reflective finish, but not much of one. But still…for people who absolutely must have matte shadows, no light-reflection at all, best stick to dry application with this shade, just in case.

This is such a lovely color - like cinnamon-chocolate. The color payoff is excellent. It blends nicely, and it's possible to apply a semisheer layer of this using a soft brush and a light hand, but it doesn't easily sheer out of you're going for regular eyeshadow application.
