As far as I can tell, this is one of the "unique" colors in the Sigil Inspired lineup. I can't easily pick it out of the TKB Trading colorants that I own, nor out of the ones listed on their site. It may possibly be a base-oxide colorant with, perhaps, a lighter-green fine-particle mica mixed in for the shimmer effect.
The application and coverage are fairly good, and it blends well, though I'm going to take a guess and say that even if most eyeshadows stay in place all day on you, you'll get better results by applying this over either a primer or a neutral base of some type.
