When I opened the jar, it looked like an incipient glitterbomb. When I apply this wet, I see the sparkle finish. When I apply this dry…all the sparkle just falls away, and I'm left with the aforementioned “watery blue.” It's a pretty enough color. I just wish that this shadow performed consistently.
