The grab bags are halfway between “kit” and “collection” - they were either the contents of a previous collection, or colors that didn’t make it into a collection. This was an assortment of “didn’t make the final cut” colors. You got to choose how many colors you’d get, but not which colors you’d get…and if you wanted multiple grab bags, the only way to make sure you got multiples of every color was to get the largest-size grab bag.
