This isn’t a neon pink…more of a neon rose. It’s a little deeper than neon pink, and not as searingly intense. It still sits quite comfortably alongside the other Vivids from TKB Trading, though. Like most of the other Vivids, this color glows under a black light. It isn’t eye-safe in the US, but it is eye-safe in the EU - meaning that it hasn’t been tested and approved by the FDA, but it has been tested and approved by the equivalent governmental agency in the European Union.

All of those shades are unblended colorants, with minimal ingredients (or none) to help with adhesion or texture. In my opinion it looks and performs better when applied wet. Dry application just leaves it (and most of the other Vivids) too much opportunity to look rougher and a bit powdery.
