It's bright, it's intense, there's just the faintest bit of shimmer…and it appears to apply about the same as most other Urban Decay matte eyeliner pencils: uneven, patches and clumps, difficult to make into a nice line without a ridiculously steady hand and possibly a guide or two. And some cleanup after, to catch stray bits.

That said, it is nice to see these more vivid colors available! Most eyeliners will have black, brown, dark blue. Some will cautiously venture into dark purple and grey, or they'll add some other jeweltones;  but there aren't many brights. I personally don't love the way this one looks with my eyecolor, but I'd imagine it would really look great with dark brown eyes.
