That color description should read “in theory.” Almost nothing showed up on my lids, even after two layers. The swatch photo required a lot of back-and-forth to get some color payoff. I really wanted to like this color, because the shade is great - a dark-but-not-blackened medium-deep blue, with a faintly reflective finish to soften it just the barest amount.
Yeah…no. I won't say that this pencil was the single biggest disappointment in the Black Market kit. Oh, wait, yes I will.

If you really really wanted this color but missed your chance to get it…trust me, you didn't miss much. The application is highly problematic - so much so that I can't comment on staying power. I wanted to like this shade, as well as a few other pencils in the Black Market kit. It just Really Was Not Happening.
Other eyeliner collections, from other vendors, have deeper navy liners; but not too many have precisely this shade of medium navy blue. I think I spotted a contender in Sephora's Contour Shadow Pencil line, though.
