This light blue looks “beachy” - like the paint on a house that's near the ocean, and has been weathered and faded but not dulled. The color is softer, but this isn't a semisheer shadow. You'll get solid pigmentation whether you layer this atop a cream base or not.

It can be sheered out by using a fiber optic brush, and you can get interesting effects either along the inner vee, or over colored cream or gel liners.
