This is a very pale blue. I mean, really pale. There's a little bit of shimmer, but the pigmentation is a little lighter than other SCC colors and the color itself is very light. I've had the best luck - the results I was happiest with - using this as a wash over dark cream shadow base, as a highlighter, or foiled all over my lid for a very soft (but not ‘neutral') look.

There isn't a whole lot of difference between this color applied dry, or foiled. The biggest difference is the depth and prominence of the pale blue base color. The silver-gold shimmer shows up fairly well either dry or wet, and brightens this color up from a simple pale blue.
